Report
The 2000 Towboat & Speed Control tests were held
September 12 �16, 1998 at Shortline Lake, Elk Grove, California.
We have tested and approved the boats with speed control
systems for 2000:

RULE CHANGES
The Rules Committee has proposed the following rule
changes.� Both of these apply only to
the jump event:
After review and consideration by the Speed Control
Committee, the Committee recommendation to the Board is:
9.09(f)� – YES
9.10 (h) – NO
9.09 Timing
(f) Speed Control: If the boat officials feel that a significant
change must be made in the settings for jump event to obtain the proper speed,
they will notify the skier of the change when it is made, before his next jump.
9.10 Rerides
(h) Speed Control: If the skier chooses an initial setting
outside the range recommended by the system, and the resulting times or speed
variation are out of tolerance, then the skier shall forfeit that jump and no
reride shall be granted.
The concerns with regard to 9.10(h) include:

We are still in the early stages of speed control
development and the suggested settings by the speed control manufacturers are
just that “suggested”.� We
need at least another year of experience to rely this heavily on
“suggested settings”.� The
manufacturers themselves further confirm this.
2)
There will be situations such as high altitude where
the system suggested settings will not be appropriate and the driver will have
to make significant adjustments from the system’s suggested settings.� What happens in this situation where a skier
asks for a particular setting?� (The
system suggests one thing – which won’t work; the driver knows to use something
different; and the skier asks for a third.�
Would you forfeit the jump or would you grant the skier a re-ride if the
time is out of tolerance?)

This will discourage skiers from making any recommended
suggestions for fear of loosing a jump.
Mandatory Speed
Control – Class C and above Tournaments
We have discussed numerous times mandating the use of speed
control at all tournaments that are Class C or above.� To date, the Committee has let speed control evolve, continue to
monitor its use, and not made any recommendation to the AWSA Board of Directors
as to its required use at Class C tournaments.
Given that AWSA makes significant rule changes only every
other year, and this being one of those years, the Speed Control Committee is
recommending that speed control be required to be used at all tournaments with
a Class C rating or higher.
